I have encountered this on numerous users' machines and found some seemingly reliable steps for fixing:

 

Setup for all users:

 

Windows 10, 1607 LTSB

Outlook 2016 (O365)

 

  1. Ensure Windows and Visual Studio are fully up to date. Reboot machine just be sure all OS updates have finished installing.
  2. Confirm all previously mentioned steps (Manage COM Add-Ins --> Always Enabled, etc.)
  3. In Outlook go to: File --> Options --> Add-ins --> Click on "Go" at the bottom of the window where it says "Manage:  COM Add-ins"
  4. Remove both the Calendar plug-in and the COM Add-in:

     5. Close Outlook. In Windows, go to your Control Panel --> Programs and uninstall the Plugin. Reboot your            machine and re-install the Plug-in.

 

This has worked in all cases I've come across of users having this issue

We are also finalizing the testing of a new plugin that will replace the prior versions, also supporting O365 customers.
