Organizer / Co-Organizer cannot share screen or record meeting if joining late

If I am an organizer for a meeting, but not the first organizer to join the meeting I do not seem to get the usual organizer capabilities such as the ability to share screen or record the meeting.

@Benjamin4  Are you a Co-Organizer (separate login email address) on the same account?
