Is it possible to share a USB drive in a GoTo meeting session? Will the presenter's PC recognise a USB drive on a connector's PC?

If you're trying to share files between PCs in a GoToMeeting broadcast, then this is not currently possible. GoTo uses screen capturing techniques to share whatever is being shown on the presenter's display. It doesn't matter what's being displayed, as long as it's not running a separate OS or similar environment.

I need a remote PC to recognise the presence of a USB drive on the local sharing PC.

Sure, GoToMyPC and LogMeIn Pro both have the ability to remotely 'see' everything that's connected to a client PC, however you'd still need to transfer the data from the external drive, to the local Host PC, and then to your remote location (assuming you're looking to transfer files from the USB drive through Host to Client).

Thanks for these suggestions. I don't actually have to transfer files from the USB drive, just have the host recognise it's presence on the client.
