In all cases, in all browsers, I'm still prompted to download and install the plug-in. And I can't run it due to the locked down nature on our PCs.
But thanks so much for letting me test it. At least I know now I'll need to bring in my own laptop or something ahead of my real webinar.
You don't add the "?clientType=html5" to the registration URL, you add it to the link you get from the confirmation email, which you may not get since you are registering for a webinar in progress.
Did you get an email confirming your webinar registration?

It looks like it wasn't meant to be. I'm disappointed really. If GoToMeeting can work I don't know why GoToWebinar can't. But I really appreciate your help trying to get it to work.
@gbrandwood It would seem that you have limited admin rights, if Chrome is still prompting to download the GoTo Launcher. Are you able to follow this guide from an Incognito window in Chrome, after uninstalling everything GoTo from the PC beforehand?
