Is GoToOpener an 'everytime' executable?

Hi guys.  I'm not a techo so please excuse my wording!  We run a number of webinars here in Australia.  Our clients also do business with government and are being required to 'lock down' their networks.  This includes individuals not being able 'execute executables'.  When a client enters a webinar and clicks on the GoTo 'opener' are they 'executing an executable'?

In your case I would suggest webcast webinar events, which force attendees to use the web app (browser) or mobile app instead of the desktop (GoTo Opener) application:  https://support.goto.com/webinar/help/whats-the-difference-between-classic-webcast-and-simulated-liv...
