@Eliza588 It sounds like there may be a couple of different issues there. First, the Panelist should be able to use their invitation join link for the webinar to start a download of the GoTo Opener, which leads to the GoTo desktop application. Once this is done, check the webcam settings to see if there is an image being shown, or if any alternate webcam connections are available.
