Cannot set a Business User to be Eligible for Federation

We have an Enterprise account with one user that is a Business User - Not Eligible.
We have our LastPass tied into OKTA, and have removed and re-added the apps in OKTA required to convert them to Eligible status.

We have done this with other accounts, and it changes them from NOT ELIGIBLE to NOT FEDERATED. Then we just have to enable federated login, log the user out, and back in. It converts and re-encrypts and the account is good to go. 

Any ideas what we need to do to get this account out of purgatory?
