Is there a way to control access to the password for an Application in LastPass Windows Desktop so that the user can't see the password associated with an application added in the Desktop app? We're trying to control access to the account used to log in.

Hello,
You would need to add the Application credentials to the LastPass for Windows Desktop app (by adding an Application per the instructions outlined here under the "Use Application Autofill" header: https://support.logmeininc.com/lastpass/help/use-the-lastpass-desktop-app-for-windows-lp010124) by accessing their machine directly and adding in this information. While the password would be stored and shown by default as dots, there is no way currently to keep the user from viewing the password. For this reason we recommend that you generate a secure password specific to the application that you’re sharing in order to avoid sharing any passwords that you’re uncomfortable with the recipient obtaining or viewing.
