I get the following error when trying to recover my lastpass master password using the browser plug-in :
I know the plug-in has logged me in before, however I am a free account on mobile access but my phone is now broken

You could try reverting the last Master Password change, although 3 months is typically too long for that to be successful. It's important to note that reverting a Master Password change will delete all changes and additions made to your vault since you changed the Master Password 3 months ago. I would suggest trying to restore access to your icloud account first if possible.

Your account shows no recovery one-time passwords are generated for your account, this is why recovery is failing. It looks like you last changed your Master Password 3 months ago. Remember, the master password is 12 or more characters long and has at least one upper and lower case letter, number and symbol. It is also case sensitive so you may want to type it out in a text editor to check exactly how it is being entered.

thanks Glenn for the info, I didn't know I could revert the master password, I will give it some thought and mark this as a solution. You have been a great help and thank you for the speedy replies.
Just to let you know, I have lost my master password to LassPass as my iPhone is broken and the Keychain /AutoFill on the phone has the complex/random LastPass master password. I cannot login into my iCloud account as LastPass holds the complex/random iCloud password. I am stuck in the middle and can't repair my phone until I turn off "find me phone" by logging into LastPass--> iCloud Password --> Log into iCloud.
I guess I should pay for LastPass for the PC access in the future, lessons learnt that my phone is a single source of failure.
You do have 3 device switches available, so you could sign into LastPass on your desktop computer, although that will only be useful if you are successful in reverting the Master Password change and you are able to correctly remember the old Master Password. Have you tried contacting Apple support to see if they can help you access your iCloud?
