Just under the Search the Community box, and just above the first thread in this discussion, click the "GoToWebinar Discussions" link.
On the new page, go down below the blue section of the page and look for "GoToWebinar Discussions." To the right of that you should see a blue "Start a Topic" button.
I agree, finding that button is not easy. I wish it was on every discussion page.
There is a Start Topic button at the top of each discussion board, you can use that to start a new post if you have searched and not found an answer.
When I need an answer to a question, I search the discussion boards to see if a similar question has been posted and answered. If I do not find for what I am looking, I want to post a question. My first place to look is around the top of the page where most discussion boards have a link to post a new topic.
Normally I am answering other's questions, so it is rare for me to post a new topic, which means I have to remember how to do it, since it is infrequent and not so intuitive.
