Am I even allowed to use the toll-free number SMS?

I've been working on trying to get with the compliance ever since the service was shut off on February 3rd. Luckily I received a lot of help not only from our franchise support, and grasshopper support so we have been able to fix ever error that has appeared from the rejection notices. However we are a Mortgage company. After looking at this article https://support.grasshopper.com/help/ineligible-use-cases-for-toll-free-and-local-phone-number-sms-campaigns it leads me to believe we aren't even allowed to use the toll-free number for SMS. After submitting our most recent request for compliance I received the error "Inaccurate Registration. Inconsistency between sample message, description, attributes and/or call to action with selected use-case. (602)". So my questions are.

  1. Are we even allowed to be using the toll-free SMS with our company?
  2. If we are allowed to be using the number how can I resolve this error?
  3. If we can't solve this error is there any other grasshopper service or alternate service provider that will be able to get us messaging access.

The main concern with all of this is not being able to message our clients. We have been without it for weeks like many other people. But it seems after every submission new "errors" pop up with very vague explanation which I know is not grasshoppers fault but rather the approval company. Also we don't want to have to get a new number just because of the confusion and re-branding we would have to do in order to comply with Mortgage Broker laws. I would much appreciate any assistance with this or at least some sort of clarification. Thank you all once again for helping as much as you can. To anyone else struggling with verification try to hang in there. Grasshopper is trying to help and I can almost say for certain they don't like this verification just as much as us.
