Hi MLRimss, welcome to the community.
As the bulk of the attendees are not registering for the webinar themselves, this would require building a second separate registration system just for issuing certificates and a separate method issuing them since they would all be going to a single email address.
As your client already has someone responsible for registering for the webinars, and they would most likely be the same person who would add the email addresses of the conference room attendees, it would be simpler to have that person take attendance and issue the certificate directly themselves.
