All attendees join a GoToMeeting session through browser on mute?

I would like all attendees to join muted in GTM when joining through the web browser. When you join via the desktop app there is a setting checked that makes sure you join on mute but when someone joins using the web browser they come on unmuted. The only solution I have found is for the organizer to call in and hit *5 for listen only mode. I don't need people to be unable to unmute, just to make sure they are muted when they join on without the organizer having to call in via phone. Is there a solution for this?

@ktroy  I'm afraid the only other solution is to use the 'Mute All' button as the Organizer to 'soft-mute' the audience while in session.  We may change this behavior in the future with the upcoming unification efforts.
