Disabled users receiving emails to activate LastPass account

We just purchased LastPass Enterprise. We're not ready to roll out the product to our users just yet, but I did try to do some prep work. I have a large number of users. I created their accounts and immediately disabled them.

Even though the accounted where disabled, users were receiving emails from LastPass inviting them to activate to their accounts. I was a little baffled by that behavior.

I deleted the disabled accounts, and users received emails that their accounts had been deleted. Can we turn off email notifications to users until we're ready to roll out the product?
