phone participant does not appear in the meeting; yet is dialed in

Phone (not VOIP) participant dials into a meeting.  The participant does not appear in the meeting (ie, not known to the Host/other participants, no way to excuse the participant, etc).  The participant IS a GTM account holder.  

 

Does this occur bec his GTM account settings are controlled by him? 

How to remediate?
