phone participant does not appear in the meeting; yet is dialed in
Phone (not VOIP) participant dials into a meeting. The participant does not appear in the meeting (ie, not known to the Host/other participants, no way to excuse the participant, etc). The participant IS a GTM account holder.
Does this occur bec his GTM account settings are controlled by him?
How to remediate?

You must first enable 'Unidentified Callers' on the account in order to 'view' them in your Attendee list: https://support.goto.com/meeting/help/feature-overview-unidentified-callers-g2m090098
Also, you can cycle through the event's listening options on your phone keypad by pressing *6: https://support.goto.com/meeting/help/manage-phone-audio-via-keypad-commands-g2m050045
