Pings times out. Diagnosis green. I can't connect to my friend but he can connect to me.

As the title says the pings keep timing out. I have already disabled windows 10's firewall and my other anti virus. I can't connect to him on our game lan connection but when i host he can connect to me. My pings keep timing out while his pings are fine. Which computer is blocking and what are the solutions?

I have already done the diagnosis and we can chat through hamachi. I dont know where to begin.
