I found two work arounds. The first is to use RDP. Second is to remote using LMI, then enable the Blank screen option and adjust the Resolution to Match your screen.

I know what RDP is, but that would create other issues for us independent of LMI. The user that logs into this specific device is remote, and we have zero interest in manually configuring our router and computer(s) to allow a connection via RDP. The KISS mentality.
I cannot remember if I tried the blank screen option to troubleshoot. I'm pretty sure I did because it's enabled for certain workstations.
I ended up buying a couple of HDMI headless plugs which solved that specific issue of the explorer windows and apps not working. HOWEVER... For some dumb reason the same laptop in question will go to sleep after a certain amount of time when the lid is closed. All sleep settings are completely disabled. I have to keep the lid open in order for it to not go to sleep. So I'm a bit puzzled for this new issue on what to do.
