Hi civ187, welcome to the community.
I do not believe that have a FIPS-2 certificate, however, the last time I asked about this I was told our 256-bit AES encryption met the requirements.
I would love to know what their decision was on this. I may be facing the same thing.
Apparently they removed the language about requiring a FIPS-2 certificate. They provided us a sample policy for us to follow/edit as needed. I am in Texas, and the state agency was the Texas Department of Public Safety. Haven't been able to find it for download.
