Nakatsubo You can 'hard-mute' the entire audience by using your telephone key pad, pressing *5 to rotate through listening modes.

Hi,
GoToMeeting Organizers dialed in by phone with a successful PIN entry may cycle through conference listening mode by pressing *6 on their phone keypad until the Mute All option is reached.
I would also recommend you look at GoToWebinar, where attendees join in listen only mode and must be unmuted by the organizer before they can be heard.

So your solution seems to tell us to use a different platform. From an end-user viewpoint, that is not a solution. GoToMeeting does not state up front that the organizer cannot maintain control over their meeting. Instead, the organizer discovers, mid-stream, that it is a free for all with no way to manage it. Then you tell the organizer, after the fact, to go to a different platform if they want to be able to actually be in charge of their meeting. I will not bother any more with GoToMeeting when other services actually provide the service that is expected.
