The Webinar Registration page was recently changed so that after entering a discount code, the registrant would click on a reasonably obvious "Apply" button. It might even have said "Apply Discount"....

This was part of the update to the new registration page. While the '+' is highlighted blue, some still may be missing this.
I've shared this feedback with our product team. They are reviewing on how this could be improved.
