I've run into the same problem with 2 users in my company. Both are on HP Elitebook 840 G3. I've updated their camera drivers, bios, but same spinning issue. The camera works in Cisco Jabber, Microsoft Teams, Skype, but doesn't work in gotomeeting for some reason.
