Would it violate GoToWebinar's terms & conditions, or any privacy policies (or GDPR, CCPA) if the company that hosted a webinar decides to put the webinar attendees on the email marketing list? They would receive company updates and other promotional content.

The specific wording on every registration page hosted by GoToWebinar is: "By checking this box, you submit your information to the webinar organizer, who will use it to communicate with you regarding this event and their other services." This statement absolves you of communication conflicts unless the participant specifies otherwise by cancelling their registration or emailing the address tied to the webinar event.
Since you are selling a product, it would be nice to put a statement to that effect on the webinar registration page.
Having said that, we use our past webinar registration lists to send out announcements for future webinars. We are non-profit, so not really selling a product. At the end of the email, I always let folks know that I will remove them from the list if they ask.
