Then under the deployment section, there are "Installation Packages".
Click on the installation package that you want to deploy.
Takes you to the next page.
Next to "Deployment Method", there is a dropdown box, click it and choose the "Installer Executable".
Click on "Download Installer Executable".
In my case, Windows recognized the downloaded file as an "Application". I essentially had to unpack it (unzip, unarchive, call it what you want). Now you get the installer.
From here, it ran as it should. Don't ask me why, but this method worked versus doing downloading the MSI file directly.
So my summary here is download the "Installer Executable" and NOT the "Installer MSI".

I was able to do it on 10 1803. The fix for me was try multiple times. the uninstall thing worked as well but only after trying it a few times.
