Does the Microsoft Teams integration not create chats for tickets created via email?

I recently setup the MS Teams integration, and when I submit test tickets via the GoTo Resolve Teams app it works more or less as expected. However when I submit a ticket via any other method nothing...

I checked with the team and this does appear to be expected behavior.
