We get this issue all the time, on multiple sites. The only workaround we have found (apart from rebooting the device), is to connect to another device on the network and then use Local Services on the connected device to access the Services on the device that is reporting as being off-line and restarting the GoToResolve service.
This seems to work around 99% of the time (only applies to Windows devices though).
