Revisiting this again.. That's just a link to the API docs about phone numbers. I'm not trying to query phone numbers.
What do you need to call in order to get the outbound / external caller ID assigned to a user or line, as in the phone number that shows up on the recipients caller ID? You can manage this from the admin portal, so I'm not sure why I don't find a way to manage this from the API.
