You are allowed to schedule Recorded / Simulated-live webinars from scratch, then choose the video you want to play at the appointed start time. Attendees of these events will all join through their web browser.
If you need attendees to use the desktop app then you might consider downloading the video, then adding it to a standard webinar schedule: https://support.goto.com/webinar/help/share-a-video-beta-g2w090120
