Remote session only works in safe mode

I have a host computer i'm trying to connect to. The ctrl+alt+del command frm the console doesn't work, and neither does the ctrl+alt+insert or f12 commands. If I reboot in safe mode I can successful...

I did a full install again today, and still the same result. The only successful way i can log in is by rebooting in safe mode with networking. I should mention the customer device is running server 2019.

We are testing a fix that should help with this failure.  I hope to have a release update in the coming days.
