Unfortunately, with iPhones you cannot set individual volumes for specific apps. There is a specific setting for headphone volume documented here that you could try:
Reduce loud headphone sounds
You can limit the maximum volume of sound that plays through headphones on your iPhone.
- Go to Settings > Sounds & Haptics > Headphone Safety.
- Turn on Reduce Loud Audio, then drag the slider to specify the maximum volume.
