Create Users without requiring an Email address

With Shared users that do not have email there needs to be a way to setup users and passwords for a shared phone for example you might have a dispatch group or folks each phone will have 2-3 people that would share that phone during different shifts, they each do not have email and use a shared cell phone.

The problem currently is that the system requires an email address to create a user for the Apps; I would like to see an option to use the extension plus create a password for that user without having to send an email to create the account.
