Periodic announcement message to trigger if there are any members in the queue

There has to be a way to set the number of callers to -0-. This is a very basic functionality. Why would the customer not get a message unless two other customers are in queue? That makes no sense. Please let me know that this is a future enhancement that is planned or I am not sure that Goto is going to work for me.
