Aside from checking spam/junk you may also want to suggest thy have the confirmation email address - customercare@gotowebinar.com is whitelisted in their email settings, some email services filter out this email address. Are you noticing any particular domain or company in particular is not receiving the email?
If you aren't already, you can resend the confirmation email by accessing the attendees join link from the GTW dashboard.

thanks for the reply. seems like we get a lot of yahoo email address having this issue

It's possible they could be blocking the email address, they may want to check security/privacy settings as mentioned in this article.
