You said "by mobile phone (gotowebinar app). " If this person used the GoToWebinar app, then the name should be in the Attendee list.
If this person joined using only a telephone, and had the Panelist Access Code, then the name will not show up in the Attendee list, and you can do nothing to mute or dismiss.

Now I understand, the user was connected only with telephone using Panelist Code.
This fact scares me a lot! A person connected in this way is unmanageable by Organizers...
