It sounds like this setup could potentially be achieved using Ring Steps, where the extension that misses the call could have a ring step to forward the call to the next person in line.
However, based on your example, if the goal is to have a notification only when a voicemail is left, rather than cascading calls? This may need a different approach. Could you clarify whether the priority is cascading calls or voicemail-specific notifications?
I just wanted to chime in here and say that I just had a potential customer with the same requirement - specifically for the voicemail to trigger a phone call to a specified number for after hours support stating that there is a voicemail. It was very clearly stated that e-mail is not sufficient, since a response is required within a very short timeframe and they may not be checking email that regularly.
Several other VoIP providers do offer this option, so it would be really great to have it added here as well.
