[HELPDESK] Mandatory comment feature.

When closing a ticket, there should be a setting that requires an agent to enter a comment to work as a gatekeeper.

This permission could be added to the helpdesk service configuration options.

Can you please clarify what information would you like the agents to add to this comment? E.g. is it the solution/resolution details?

I would like a comment to be mandatory before an agent closes a ticket.
