The webinar was a webcast, and it was not a duplicate of another webinar.
Only people connected as attendees--in-browser--heard the announcements in German. We, the organizers, heard it in EN.
If the attendees were using a corporate VPN with servers located in Germany, say, could this have affected things?

I am able to reproduce the problem simply by scheduling a new webcast and joining as an attendee in-browser.
Again, only the in-browser attendees hear the voice announcements in German; app users in English.
Am I missing some obvious language setting somewhere?
We have a pan-European webinar in one week with 1000+ attendees and it would be really nice to resolve this beforehand. Thanks!
