I have a client that requires me to make outbound calls using his number is there a way to set an external outbound caller number to the clients dedicated number set up in GoTo? Or a way to achieve this?

I do this for my Customer Service Reps. Even though we have many inbound numbers, I mostly have most of them on the same outbound number.
Log into the PBX > Lines > Select your user from the list > General > External Caller iD
From the drop down you should be able to select the outbound caller id for your line when making calls.
