Is there a way to disable the chat function and only have the attendee only said questions via email?

The Chat function is only for the Organizer and Panelists, not the Attendees.

The Question function is where the Attendees send messages to the Organizer, and only the Organizer.

You could announce to your audience that they must send questions to a specific email address, and tell them that you will ignore anything sent via the GTW question box.

If you click on Options at the top of your GoToWebinar control panel, you can enable and  disable the Q and A feature for your attendees. What ever you select will be remembered for your next webinar.
